Scroll of guidance error

The scroll of guidance says:

On the topic of Scavengers… while in Jade Mountain Academy, you MUST stick to your Dragon form with the exception of some classes.

But just now i got warned that inside the academy it is mandatory the opposite, to stay in scavenger form.

I guess from context it is an error on the scroll.
