Auto-follow Topic if Replying to Topic

I often have the habit of forgetting to follow the topic after replying to it. I believe that automatically, the creator of the topic follows the topic.

I would like this to apply to people who reply to the topic as well, and to have there be a switch under User Settings that allows this to be enabled/disabled if someone happens to be a Prefect or the like.
